An online judge

An online judge is needed by the community to practice their coding skills and also to host competitions during fests such as Advaita.

This issue description is a WIP and I will add more details after dinner.

Agreed with @IamRaviTejaG stack we will be using for version 0.0.1

And will start working from 6th.
