Add Bazel support

I like the idea of adding Bazel support. But, I see two changes needed.

  1. Remove the non-Bazel-oriented commits from this branch.

  2. I'd like to see the Bazel test runner made more generic so that multiple platforms can be used. Right now, it only runs on ubuntu-latest.

Agreed with @skrobinson. Feel free to resubmit a new PR with just the Bazel change + improved test runner.
