6.0.0 works fine.

Similar problem mentioned by others (for other program): https://answers.microsoft.com/en-us/windows/forum/all/api-ms-win-core-path-l1-1-0dll-missing-for-app/d3e99947-cbfe-4f21-98f4-42baf30c4409

Same issue, Win7 . From what I gather, it is because Python >3.8 is no longer supported on Win7 (& with vidcutter using Python 3.9...).

(And when "vidcutter.exe" executes, it actually extracts Python into a temporary directory, that I take, uses in its' operation, & that then gets cleaned up once you quit vidcutter.)

Not sure how to work-around?

I believe there are workarounds as I clearly remember editing .dll's in order to make obs and some other programs run on my windows 7 installation before. but I was just following instructions so I'm not sure how it all works. try asking on the windows 7 subreddit, or in some windows 7 related forum
