Can't move to start of video in specific file

There's a specific video [1] in which I found a bug.

It starts with the cursor on frame 91 / 567 and won't let me drag it any sooner.

Steps:

1. open the file in ref [1];
2. check cursor is on frame 91 / 567;
3. try to drag the cursor to the beginning of the clip;

Expected results:

1. cursor can be dragged back to the first frame;

Observed results:

1. after jerkying around, the cursor goes back to frame 91
