cmake config and args sections (and maybe more) in py-build-cmake.local.toml does not seem to apply

I'm trying to set up a project to build a binary with py-build-cmake and need to pass some options via a config file depending on system but anything I add...

building rustc during stage1 fails with can't find crate for core/std for stage0 rust tools

Not sure if it does anything negative on the output but at least it probably impacts performance a little and spams the log with misleading messages
