In order to add the PlotView tool to the toolbox, OxyPlot.WindowsForms.dll and OxyPlot.dll must be in the same directory. OxyPlot.WindowsForms.dll can then be added to the toolbox. https://oxyplot.userecho.com/communities/1/topics/72-no-winforms-plot-control
