Connection drops when the computer is closed. (Windows 10, Lenovo c940)

Describe the bug Lokinet leaks the ip address when the computer is closed and opened. In the meantime, the devs should add a IP address test to the lokinet GUI.

To Reproduce Start lokinet, then shut the laptop without turning it off, and then open it up again in a few minutes.

This has been a long-term issue (#604); we've been having some discussion recently about ways to address it (mainly we need a heuristic to figure out we went through a suspend-and-resume, and then we need to reset the state appropriately to drop our probably-stale connections).
