cannot generate thumbnails in owncloud Client

Expected behaviour

it should download the thumbnails when i sync to local

Actual behaviour

not downloading any files's thumbnail

Steps to reproduce

1. sync my file to local
2. not showing any thumbnails
3. when i click the pictures, it will download the file and then the thumbnaill will showing up.

Server configuration

Operating system: Respberry Pi

Web server: ownCloud 10.8.0 (stable)

Database: mysql

PHP version: 7.3

ownCloud version: ownCloud 10.8.0 (stable)

Storage backend (external storage):
