ScatterPlot: No feedback when an entity is selected that has no data for the current year

Description

• Selecting Guatemala in this chart gives no feedback to the user and leaves the chart in a weird state (dots are coloured but the legend is gray)

Expected behaviour

• It's okay that we offer Guatemala for selection because we have some data for it but we should communicate to the user that we don't have data for the current year
• We recently introduced a "No data" section in slope charts (example); we could do that for scatter plots as well

Steps to reproduce

Steps to reproduce the behavior:

1. Go to https://ourworldindata.org/grapher/maternal-mortality-ratio-vs-mean-daily-income
2. Select Guatemala
3. Note that nothing happens and the chart is in a weird state
4. Drag the time slider
5. Note that at some point we do have data for Guatemala and Guatemala is highlighted
