Global country selection not applied on page load

Description

On page load, the global country selection defined in the URL is not applied. Instead, the authored country selection is shown.

Expected behaviour

The global country selection should override the authored country selection, including on page load.

2. Check the country selection in the charts in this section: they are different from the countries listed in the floating country selector
