Country harmonizer is auto-remapping "Korea"

@spoonerf had a case where the country harmonizer was remapping "Korea" to itself, when actually it should not remap and should offer suggestions: South Korea, North Korea, United Korea

I tried to reproduce this now, but in my case it correctly forced me to pick North Korea or South Korea:

This is happening in the admin, so moved this issue to grapher.
