It looks like something went awry in the installation doc at this line.

There's an arch linux pacman command but no context and it's under the "Windows" heading.

Oh, right. Yeah, this is meant to be run from within MSYS2, either standalone or through Stack. I didn't get to completing those docs, sadly, as I got it working on Windows at some point.
