Standardize README.md Tone and Phrasing

The documentation should:

• Have a neutral tone
• Avoid first and second person ("I", "We", "You")

Additionally,

• Statements requiring citation should be marked as such, or cited where possible.

Moving documentation to the wiki should also be considered.
