Configurable Geneve VTEPs

This PR is to get common understanding on how to choose node's secondary interface as Geneve tunnel endpoint and it can be configurable parameter at cluster level. We do have config.Default.EncapIP config parameter already, but this seems to configurable only at node level, so may need to see how this can be configured from API perspective.
