feat: upgrade @google-cloud/logging from 10.1.1 to 11.0.0

Upgrades @google-cloud/logging to the latest version.

I bumped the required Node version to 14 because @google-cloud/logging@11 requires Node 14.

Also can you please release a new version? (It looks like the previous @google-cloud/logging upgrade have never been released to npm.)
