[MRS] Rancher release 2.9 avaiblable on Managed Rancher Service

As an OVHcloud customer using Managed Rancher Service, I want access to Rancher release 2.9 for my Managed Rancher (upgrade or creation).

So as to benefit new features and enhancements provided by this release, like the support of Kubernetes 1.29 and 1.29 for your downstream clusters
