User story

As a developer/physicist/researcher, I would like to have access to Google Cirq on OVHcloud AI Notebooks for writing, manipulating as well as optimizing quantum circuits and running them against quantum computers and simulators

in order to work on near-term questions and help understand whether NISQ computers (devices with ~50 - 100 qubits and high fidelity quantum gates) are capable of solving computational problems of practical importance, directly in the cloud.

Context: Google Cirq is an open source Python software library for writing, manipulating, and optimizing quantum circuits, and then running them on quantum computers and quantum simulators. More information: https://quantumai.google/cirq

Acceptance criteria

• I can choose Google Cirq as a framework in AI Notebooks and launch it
• I can write, manipulate as well as optimize quantum circuits and run them against quantum computers and simulators to work on near-term questions to understand whether NISQ computers are capable of solving computational problems of practical importance, directly in the cloud via Google Cirq
• Ability to use via UI, CLI or API
• Ability to deploy framework on CPU or GPU
• Ability to use with Jupyterlab and VS Code
