Encrypt Data Processing jobs arguments

User story

As a customer, I want the data processing jobs arguments to be encrypted so that I could safely pass secret or credentials to my data processing jobs

Acceptance criteria

• Jobs arguments are encrypted at submission.
• Previously submitted jobs arguments are retroactively encrypted.

Note

Passing sensitive information as arguments remains an unwise usage. We still advise the use of a configuration file to hold sensitive information when possible.
