Provide private network (vRack) for Essential plans

User story

As a customer I want to be able to have private network on Esssential offer (smaller plans) So that It can deploy dev workloads with same infra as productions

Scope : ALL DBMS

Acceptance criterias

• available for all DBMS
• I can select public or private network at creation
• Same price
• accepted limitation : you cannot modifiy network option after cluster creation (for example, existing clusters)
