Global Billing control

As a user I want to be able to view all my cloud spending in a dedicated tool (not the existing billing control per tenant) I want to be able to view it as graph and be able to choose a data range, specify a time range, configure the chart filters, and group by project, service, or location. I want to be able to consume these features through standard APIs / OVHcloud Customer panel

I think a first iteration that would bring a lot of value for cheap is to be able to attach "labels' (k/v) to resources.

This would make it possible to group resources by tenant / customer / cluster / usage / template / whatever and be a preliminary step for more advanced stuff like billing dashboards, automation tools, or audit/permission uses

+1 for labels. it's impossible right now to differentiate the spendings on different instances.

In the bills, we just have information like 3490 hours on b2-60 instances. We have b2-60 for different services in our cluster and right now, It's impossible for us to know how much we spend for which services.
