Manager is not using language of browser / dropdown selection

Describe the bug It seems the manager is not (always) using the language of the browser to select the language of the website.

To Reproduce Steps to reproduce the behavior:

1. Setup your browser to prefer some language (my browser sends the following lang-settings: 1. en; 2. us; 3. de)
2. Access the manager and switch (if required) the language of the manager to english (which should not be necessary, because my browser told the manager - i prefer english ;))
3. Try to order a vRack
4. Your order will be displayed in the language of your account (my account is a german one)

Expected behavior The order-form (and the whole manager) should follow the browser-settings and/or cookie-preferences as selected in the manager and display all forms in the selected/requested language.

Desktop (please complete the following information):

• OS: Linux
• Browser: Firefox

I think is a better option to set a variable on settings to define your language instead of read browser language. It's simpler.

My problem:

My browser is in catalan, english, and spanish. As there is no a catalan translation, the french translation is shown. So for me It's a better solution to select a language interface in my account.

I think I figured out, whats causing the trouble.

There are 2 languages defined in" OVHcloud Control Panel configuration"

• Language
• OVH Control Plane Language

Seems the first defines the language of the order-form/mails, the second defines the language of the control-panel. Also seems the "Language" is hardly bound to the country, so im unable to change this field from "german" to any other language (like english).

Same for an other account which is located in france, there im only able to choose french.
