No debug during initialization

The following bug was originally reported on Sourceforge by augusto_silva, 2012-03-20 13:02:40:

The debugger initialization happens before communication to the IDE is configured thus:

  • no breakpoints are handled (bug: 3358337)
  • no prints are redirected to the IDE, this causes two different consoles to print a sub set of outputs for a single specification
