[Bug] Re opens when quitting other apps

Steps to reproduce

1. Open Telegram.
2. Close its window (Command + W) or Traffic light (red).
3. Open any other app.
4. Quit this app (Command + Q).

Expected behavior

1. Other app closes.
2. Telegram or some app used before it gets the focus, but does not reopen window.
3. Nothing else happens.

Actual behavior

1. Other app closes.
2. Telegram receives focus and opens its window.

10.8.259860 Stable
