Compiling Error

I added packages to my installation as described in this document "ce-upgrading-texlive.md".

However when I'am comipiling documents that are using any package. The compiling will be successful if I compile it for the first time or if I choose "compile it from Scratch". When using the cache based compliation it always fails. Template code from overleaf runs in contrast to that always, also when I compile it from cache. I'm using a normal ubuntu 22.04 LTS version. Changing the permissions of the cache directory does not change anything.

Has anyone an idea?
