feat: add support for the Catalog MFE

I looked at the repository https://github.com/openedx/frontend-app-catalog, and it barely has anything in it. I don't think we should add it to tutor-mfe that early. Once MFE has some functionalities added, it can be added to the appropriate branch. FYI @arbrandes
