Add applicant faq

This PR adds a new FAQ page for Outreachy applicants at /docs/applicant-faq/.

Added applicant_faq view in home/views.py

Added URL route in home/urls.py

Created home/templates/home/docs/applicant_faq.html with FAQ content

This helps applicants easily find answers to common questions.
