support BOM option

Because we are building projects with ASP.NET. We need BOM in the template file.

Hope this could be merge. Thanks!

The preservebom option not work for me. Because I want to Add bom, not to Keep bom.

Why not put bom in you source file ?? it will be preserved on target o not ??

Because we use multiple IDE in our team. And I can't control everyone to let them add BOM in the source file :(
