Potential input budget bug

On this workspace, I got the "Unexpected JSON at position 0" bug and was reassigned to a different workspace before I could finish my question. When I was re-assigned the workspace, every pointer was open and my input budget was at -1397(!!). I'm not sure if this is a bug or if another judge flagrantly disrespected the input budget rules...
