Feature Request Win32s Emulation

I know that I suggested something similar before, but why not add Win32s emulation? It could help with fixing compatibility problems with programs that use 16-bit DLLs!

Win32s programs are win32 programs so are not in scope. If they use win16 dlls then the issue is the same as https://github.com/otya128/winevdm/issues/1325.
