Issue running Psy-Q

Hello! I tried to run Psy-Q (an open-source PlayStation 1 SDK) through winevdm with C:\otvdm\otvdm.exe C:\psyq\bin\PSYMAKE.EXE C:\psyq\projects\hiworld\main.c without good results, since it only gives me the error winevdm: can't exec 'C:\psyq\bin\PSYMAKE.EXE': invalid program file.

I know there are alternatives like NTVDMx64 but I was wondering if it was possible through winevdm

The only copies of psymake.exe I could find are misnamed msdos .com files. Winevdm's dos support is incomplete and doesn't handle com files with an exe extension. You can run it in dosbox or qemu with msdos installed.
