Creating new tags/programs on the PLC

I wanted to know if it was feasible to create new programs and/or tags on a PLC (Logix5563) WITHOUT using RStudio 5000 beforehand. Even if needed to be done via some type of custom CIP messages?

(Quite new to PLC development at the moment it seems that the RStudio software will in face be required but wanted to check if this was a use case in operation here at the moment)
