Too many active players

I just created a new server using Heroku but when I tried setting it in Crew Link, it says too many active players. Its my own server with no active players.

Unfortunately this error message simply means the attempt to connect to the server timed out. Your address may be wrong, the service may not be running, or there may be something else wrong with your server.

Could it be my firewall?
