Prevent mail spam

Thanks to @ramon-bernardo I just noticed that cip tibia does have a prevent mail spam at their server, so why don't we have one as well?

Explanation of what you want to do that is currently impossible

You cannot send to a single recipient more than 10 times within an hour. You cannot send to anyone more than 20 times within 10 minutes. You cannot send to anyone more than 100 times within a day.

Desired functionality

• limit total amount of sent items (ex: 1000 items max, no time limit)
• add exhaust/delay to how many times a player can send something (ex: one item sent each 10 minutes)
