Motivation

• Always useful to clean-up and maintain stale issues and PRs
• Always useful to lint at least markdown files; but to that extend, standardizing pre-commit.ci action makes it extensible to all languages and repo types
• Always useful to standardize PRs and make issues/PR screen prettier and easier to filter
• Always useful to have release and automated change logs
