Option to disable auto centering on bookmark change

Arrow will always recenter the cursor when it changes bookmarks. I know many people like this, but personally I find it disorienting when quickly toggling between buffers to have my last position abruptly change. It creates a cognitive stall.

So this FR is to have the auto recentering logic disableable via an option.
