If you have SIP disabled or ever disabled SIP before, it could cause this issue. Also this crash happened before UTM code even loaded so it's in macOS.
@tan9 your issue is different from the OP, please make sure you are running 4.7.4 build 115 from https://github.com/utmapp/UTM/releases/download/v4.7.4/UTM.dmg
Note to anyone commenting on this: please provide your own crash log. The issue you're experiencing may be unrelated to OP as demonstrated earlier.

macOS sandbox prevents an app from changing their Documents path. The only supported solution is aliases.
External drives often lose permissions so you'll end up prompting every time UTM launches. Anyways you can always immediately move the VM after creation to the new location.
Have you tried building and testing it?
If I remember correctly, there was a number of SwiftUI bugs that was fixed in 11.3. I don't recall the full list off the bat, but I would try testing...
