WoWWAN with TCP traffic sometimes does not work

For some reason, with an Apple wifi card and Wake on network access enabled, wake-on-wireless-lan with TCP traffic only works with verbose boot. WoWWAN with a magic packet always works.

EDIT: may not be related to verbose boot, seems more random
