Does not drop to emergency shell if ostree-prepare-root.service fails

Booting a Fedora Silverblue 37 system without the root= kernel parameter causes ostree-prepare-root.service to fail with ostree-prepare-root[260]: ostree-prepare-root: Couldn't find specified OSTree root '/sysroot//ostree/boot.1/fedora/7d066723eaf225e01a3c35a889fde5131c4c965a254910b80aec18d7c8b8074d/0': No such file or directory as expected. However instead of dropping to an emergency shell the system stays on without doing anything.
