Make RIDDL build natively

Utils Module:

  • Use private sbt-ossuminc version
  • Configure utils project in build.sbt
  • Provide ExceptionUtils for native
  • Provide a PThread workaround for native
  • Result: doesn't link, currently discussed on discord

Other modules: unmodified until utils can test with ScalaTest
