GB28181: Support multiple devices simultenously

My camera is a Hikvision network camera. The first camera's registration and connection are normal. It also has a video stream. The configuration of the second camera is the same as the first one, except that the SIP username has been changed from 34020000001320000001 to 34020000001320000002. However, it is unable to register. Both cameras have passed the cross-test.

This issue can be verified with the srs-bench tool to simulate multiple devices.
