GB28181: 科达平台级联无法解析流 #2753

描述(Description)

描述你遇到了什么问题(Please description your issue here) 科达设备做国标平台级联，设备注册正常，推流正常，wireshark抓包正常，srs平台报错decode ps packet error。视频流通过海康平台进行过二次转发，海康平台播放正常。

1. SRS版本(Version): gb28181
