update description field in .github/settings.yml

We will be using the description listed in the .github/settings.yml for each project to create a summary list for the OpenSSF website getting started page and an upcoming press release. Please edit the description field to include a short (1-2 sentence) description. Due Date - Thursday 10/8/2020

It is unclear to me that the source of the https://openssf.org/community/openssf-working-groups/ page is the .github/settings.yml file. Most projects that do have a settings.yml file have not been updated in 2 years. Unless there is a process that can keep this information current, seems unwise to capture it here. Recommend we close this with no action.
