Add Azure DevOps to SCM Best Practices

As discussed in the working group meeting, I would like to help in general with the SCM best practices, but more specifically help add Azure Repos to the list of SCMs. The idea is to discuss the topic next meeting.

Hi @roberthstrand we discussed in today's call and we agreed we should put this on the back burner while we get to "1.0" and then open things up vis-a-vis adding new SCM platforms.

Hi @roberthstrand considering the Azure product is for private git repos and hence presumably not aimed at Open Source Software we're thinking it might not be appropriate for this guide. The general info in the guide should still be applicable, however. Any thoughts? Otherwise, I think we're going to close this issue.

Azure Repositories is as much for private Git as any other provider. Everything hosted in Azure DevOps can be public, and there are OSS being hosted in Azure repositories. The main difference is that one doesn't necessarily have an easy way to find these besides web search or other references.
