[Informational] Plan to make available Inspector to OpenSSF projects

My organization Kusari has been in discussions with OpenSSF on partnering by making Inspector available any and all OpenSSF projects that would like to use it. @afmarcum brought up a good point that this maybe be discussed in the TAC. There's no action the TAC has to take on the partnership, but just to give the TAC a heads up that OpenSSF projects now have access to this.
