[IP policy and license review] Gemara Sandbox Project Entry

Gemara has now been accepted as a Sandbox project under the ORBIT working group.

As part of the submission process, the project maintainers are requesting the "one-time IP policy and license review with The Linux Foundation" as part of our sandbox application.

[!NOTE] The maintainers have forked the old SCI repository in order to quickly put the requested name change into effect without impacting external links to the old repo. The old repository can be updated to act as the source of truth if a transfer is needed, or the commits can be pushed into a new repo within a new GitHub organization or into the ossf org. Please let us know the preferred next steps when that time comes.

Has there been any progress here? I need to present a WG update to the TAC next week, and it'd be great to include an update on this.
