Add CHARTER.md
This imports the charter text from the January draft copy which the TAC has been using.
I have formatted so that the paragraph headings and identifiers match the original.

I copied the PDF we link to at the top of the TAC update. Any deltas that might exist should be limited to re-formatting errors.
Hi. I have a concern about storing the charter in github as markdown. It implies that this is the canonical version, and that the way to change it is to submit PRs against it, and that whatever governance model is in play with whichever repo it is in is the process for accepting that change. None of that is true. I much prefer that whenever someone mentions or makes a reference to the charter, that the following link is used: https://charter.openssf.org/

Unfortunately this URL doesn't point to the charter per se but a sample Membership agreement which merely includes the charter as an annex and which carries a watermark reading "Review Copy - Not For Execution". Not exactly the best representation of the official charter in my opinion.
I think to address Brian's point, we could add a note to the ossf repo stating that the charter is under the governance of the GB and no changes can be made without explicit approval from the GB.

If others agree with this, I'd be happy to add a header section in the markdown file clarifying this.
@AevaOnline The charter is now available in plain text on the website at the following address: https://openssf.org/about/charter/ So I think you can close this PR and simply link to that.
Closing as the Charter now has an official location, maintained by the foundation, and doesn't need to be stored in git.
