[Feature Request] Send notifications to webhook

I believe tangentially related to https://github.com/ossf/allstar/issues/247 - I'm thinking more along the lines of firing a HTTP POST to a webhook (Slack for example) with details such as:

  • Date/Time
  • Repository issue was discovered in
  • Issue description
  • Link to repository

It would be nice to experiment with this to see how receptive engineers are to issues pinged to a channel in Slack Vs. creating a GitHub Issue.

This could also be used as a mechanism to get logs from the allstar hosted platform to users of the app.
