GitHub not updating list of installation repos

We got a report that when a repo is moved/added to an org, Allstar is not scanning it immediately. On each Enforce loop we request the list of repos from github: https://github.com/ossf/allstar/blob/main/pkg/enforce/enforce.go#L212 The report is that once Allstar restarts, it picks up the new repo. I can only guess that this is triggered by Allstar re-authing. Another problem could be the local cache, is GitHub reporting the same etag? Not sure, need to look into.
