Extend the `UploadResultToSw360Command` to also upload vulnerability data

When passing an advisor result (an ORT result file with an advisor section) as input to the UploadResultToSw360Command, ORT should leverage the SW360VulnerabilityClientAdapter to also create vulnerability information in SW360.

@heliocastro, is there some SW360 development instance that you could provide us access to for implementing this feature?

@sschuberth Unfortunately there's no public instance, but i can do the code myself. I was waiting for the next release to update the code over REST api, but a intermediary process can be done. I do have local instances, so can easily do the work.
