Workaround is pinning to a commit -> `uses: oss-review-toolkit/ort-ci-github-action@7f23c1f8d169dad430e41df223d3b8409c7a156e`

Suggestion to either create a @v2 tag and update documentation.

I was able to find it just fine. But v1 has a bug so I had to use the sha of the last version anyway: oss-review-toolkit/ort-ci-github-action@0650a3c52c02ad7366b8e25aeedf752d5601c417

v1 is there but there is no v2.
